The two centers of Tortoli and Arbatax have developed in different socio-cultural and historical periods. In particular in they have two different souls: the "sea" for Arbatax and the agriculture for Tortoli’.
The two identities must remain so and the new expansion of the city should be oriented to the recovery and consolidation of the existing built area around the old town taking advantage of the presence of some structural limits such as the Riu Corongiu and the ring.
The relationship between the two entities can be harmonized and consolidated with the prediction of a green "corridor" crossing the few untouched spaces still existing between the two centers.
